This Statement of Guidance (SoG) was developed, through a process of
consultation, to document observational data requirements for ocean applications
and the present/planned observing capabilities. This version is based on the JCOMM
User Requirement Document, which was prepared by the Chairpersons of the Expert
Teams within the JCOMM Services Programme Area. It is expected that the
Statement will be reviewed at appropriate intervals by the JCOMM Services
Programme Area Coordination Group to ensure that it remains consistent with the
current state of the relevant science and technology. This document therefore
presents an analysis of the gap between user requirements and the
available/planned observation capabilities to address these requirements......
